A state can use its activities to encourage many participants in international relations, especially multinational companies, international commercial banks, international institutions and so on, mostly when it comes to avoidance of conflict as an instrument to gaining aims concerning economical and commercial interest. It can be done through thorough support of the constructive and rational behaviour with the aim of gaining commercial and market interests. This way, the state gets the opportunity to affect the global safety environment by encouraging and supporting peaceful changes within the global community. This approach to the effect of the state on the global safety environment demands observation of the threats to global and national safety in much wider strategical interest concept of all the participants in a new global environment. The biggest problem that the EU’s foreign and safety politics has encountered is the fact that the strongest members (France and Germany) are capable of conditioning smaller members or even giving a new direction to the Union as a whole. Since the end of the Cold War the idea that public diplomacy is solely governmental business has stopped being widely accepted, and public diplomacy is constantly being overtaken by different participants of non-governmental sectors such as private international media, non-governmental organisations and multi-national companies, which can affect the attitude of the international public more than any government or its politics.
